  Yes, they could have improved on communication regarding the snow guards. The salesperson and installation crew should nail down the number of snow guards on a given roof before giving an estimate. It's a communication issue between the salesperson, and the technicians. They should get that right. I'm very happy with my roof, and expect to be for the next 30 years.
